95 chevy 6.5 turbo deisel

I am working on a 95 chevy deisel for a friend and it has me stumped. we brought it in cause it didnt start very good at all in cold mournings, but, once it started, it ran like a top. I did a list of things to it, and now it starts up great, but, dont ran worth crap. whil i was working on it i also found there was no vaccum. i am going to put a list of parts and things i have fixed and see if you guys can help me out at all.

new glow plugs
new glow plug controler
new deisel line
new fuel dilivery pump
new fuel filter
and new air filter

Also i have noticed that once in awhile, the speedometer and the gas gage will start bouncing....even if you are sitting still.

never mind....found the issue......minute crack in a fuel line.....thanks anyhow
