If I wanted to replace my drum covers (part the pads rub against to stop), would it be a simple reomove the old and install the new? I am worried there is some sort of adjustment I might have to make to get them to slide on (in other words do the shoes need to be adjusted so that the cover slides on).

I take it you are talking about brake drums. First question, why are you replacing the drums ? It is always good practice to put new against new. New drums-new shoes.
Yes the shoes will need to be adjusted after the new parts are installed. The old ones may or not need to be backed off to remove the drums.

The drums themselves have 160K on them, on the driver side they have been over heated twice when my ebrake locked up and ever since then I get a squeek sound from that side as they rotate. I am thinking they were ever so slightly warped because when I rotate it by hand it seems to lightly lock up at a certain point. I was thinking of trying a new drum to see if it continues to do so. The shoes themselves were replaced about 40K a go, but not the drums.

New drums and new shoes.
Clean and lube the linkage and all internal parts.
Lube the backing plate where there are little tabs that the shoes slide against. Wheel bearing grease is fine - just a little.
Set the adjusters all the way in . On the first brake application, they will self adjust .
It takes a while for the shoes to really seat in and mate. 100s of miles.
