So I really want to get into roadracing but i really don't know were to start what I need to race (oviously a modded car) but do i need a roll cage?, 4-point harness?.. If anyone does road race please chime in and give me some tips thanks

Buy a miata or cheap BMW. Gut it. Cage it. Track it.

First, race or track day. Two different things. For a track day all you need is a good street car and a legal helmet.
Road racing is very expensive. You need a RACE car. Fully caged with full safety harness, firesuit etc. You will need to go to driving schools in order to get a license.
Been there, done that.
SCCA and NASAPDA are good sights to get information

try out some HPDE (high performance driving experience) events or an HSAX (high speed autoX...which is basically doing a hot lap of a track, and on cool down run, and you get a few of those a day) to get a little taste of road courses...track days are best for the guy who wants to go fast with the minimum risk of balling up your car. instructors that ride along are very recommended, and always available.
