With the right CARB stickers I'm sure you'd have no problem. Other people have done it, you should be able to do the same. A turbo car will probably burn the fuel more efficiently anyway so it should pass.

100$ to the smog tech and sure theres a smog sticker. . . i'm more worried about emissions and tuning

Be careful doing that, bribing the smog techs can land you in jail. When I was living in LA a friend of mine from the Marines paid off an inspector and in turn got the smog sticker and a cop on his ass next day. The inspector took the money, passed him, then called the cops with a vehicle description and license plate number.

Not worth it. Just register your car in Arizona. They do emissions testing, but if you have no CEL you are good to go.
