What would happen if laws were written and passed to induce people to make good choices rather than outlaw bad behavior ??

In some ways it makes sense, but it also sounds very scary when laws are written to manipulate behavior, rather than outlaw bad behavior while allowing freedom of choice within the bounds.

I didn't get to read all of it, but I'm assuming its like hey if you don't break laws then we will give you free health care, but if you don't when your family member gets hurt oh well they aren't getting any help.
