short and sweet and would love some help on this one. i was driving yesterday, heard some flappin under the hood, pulled over, sepentine belt was falling apart, thought i could make it home, started the car back up, started to leave, car dies, tried to restart, car makes a winding sound when tryin to start, like the starter is not catchin. tow car home, replace belt, replace starter, same freakin thing, just a winding noise, the car will not do a steady turn over, if i hold a constant turn, it will wind, then semi turn, then do some more of this cool winding, but no starting. its not showing any codes or anything. mtx zx2 1998 not ztech. if anybody can throw some info this way, i got a card for you on the next valentines day

It's "zetec" and as long as you have the DOHC engine, you do have it. :)
However there is one thing to remember. Three things are needed. Fuel, air, and spark. I would check to make sure that as the belt was going wonky nothing got messed up, or in the process of replacing it and the started. Check to make sure you are getting a spark, and make sure you didn't bump any connections loose.

I would check and make sure the timing belt is still there.

Tough to tell from your description.
Maybe your cam timing belt is whacked.
That would cause a weird type of engine cranking, due to there being no compression [or too much].
