could I repurpose the vct circuit to power a motor like an electric cut out?
The VCT solenoid is duty-cycled and by a varying amount determined by the PCM with input from the cam angle sensor, so in a short answer, no. Use a widow switch, that would be much easier.

What role does the VCT solenoid play in the automatic transmission part-throttle ?
What does it control in the trans; the shifting at Various load requirements, and so on ? What trans. problems are encountered with a Defective - VCT SOLENOID ?

The VCT controls only the exhaust cam angle at part throttle, inducing EGR flow. It has no bearing whatsoever on the transmission.
